  • Notification system for small-scale commercial electric facilities (PV: 10 – <50 kW, wind: <20 kW) will become effective on March 20, 2023, which requires the following: (1) obligation to maintain technical standards compliance; (2) notification of basic information and (3) notification of pre-operational self-inspection\/li><\/li>\n
  • Existing facilities without FIT approvals must be notified within six months of the enforcement of the revised ActN<\/li>\n
  • Pre-operational self inspection becomes an obligation for PV systems of 10 – <500 kW. Notification of preoperational self-inspection results are required for structural changes due to the addition of PV modules, etc., even for existing facilities.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n

    Regulatory measures concerning small-scale commercial electric facilities<\/strong><\/p>\n

    \n\n\n<\/colgroup>\n\n<\/colgroup>\n\n\n\n\n\n
    Obligation to maintain technical standards compliance<\/strong><\/td>\nWith the change of the positioning of commercial electric facilities, the installers are obliged to maintain their electric facilities to be in compliance with the technical standards.<\/td>\n<\/tr>\n<\/thead>\n
    \n

    Notification of basic information<\/strong><\/p>\n<\/td>\n

    		\n

    – Notification of basic information<\/span> must be submitted to the Ministry of Economy, Trade and Industry (METI)<\/span>, including the information of facilities and their owners, the person in charge of safety management, etc.<\/p>\n

    – Examples of items to be notified: the name of the operator and its representative, type, output scale and location of the electric facility, the name of the person in charge of safety management (including information on contractors) and frequency of inspections<\/p>\n

    – For existing facilities with FIT approvals, notification of basic information is not required<\/span><\/p>\n

    – For existing facilities without FIT approvals, notification<\/span> must be made within six months of the enforcement of the revised Act.<\/span><\/p>\n

    – Existing facilities that fall under the following must be reported regardless of FIT approvals (1) When there is a change in the items of basic information (2) When the facilities no longer fall under the category of small-scale commercial electric facilities (including abolition)<\/p>\n<\/td>\n<\/tr>\n

    \n

    Notification of preoperational selfinspection<\/strong><\/p>\n<\/td>\n

    		\n

    – The scope of regulation has been expanded: PV systems of 10 – <500 kW<\/span> and wind power generation facilities of < 20 kW are also obliged to conduct the pre-operational self-inspection <\/span><\/p>\n

    – Although existing facilities are not subject to the new requirements, the following modifications (especially structural modifications, etc. due to the addition of PV modules)<\/span> require notification of the results of the pre-operational self-inspection (1) Addition of \u226510 kW or replacement including supporting structure for a facility with a total output of <2,000 kW. (2) Only replacement of PV modules of \u226510 kW and \u22655 % of the output capacity for a facility with a total output of <2,000 kW (3) Change in the strength of the supporting structure for a facility with a total output of 10 – <2,000 kW, etc.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n
